Went there with my friend last session and didn't really find anything worthwhile, including backpacks. Ahh, this explains that. We had VERY few zombies spawn in the base, and they were all (I think) wearing civilian clothes. The base itself is located close to the southwest edge of the map, deep in the wilderness, very far from everything. Just glancing at the map makes it very much stand out from its surrounding wilderness.

Like there's basically no loot there, it's more like a lab with a few zombified soldiers (not a single one armed for whatever reason) hanging around
