It may be set with a timing light. The spec in the book is not an absolute for idle but a starting point. How your motor idles has a lot to do with how deep it sits in the water ...

Using a regular timing light, boat in water, warmed up, idle timing was 12 degrees ATDC. Spec is 4-6. "Low" tab on was all the way forward (to port). Full throttle spark advance is the only adjustment. The timer base bangs up against the adjustment screw at full advance. It is a long screw with a rubber cap, starboard side, behind the top end of the vertical throttle lever. Spec is 28 degrees at full advance @ 4500 RPM in gear, on the boat on the lake. Or with a test prop.

Re: 1995 Johnson 200HP carb adjustment. You adjust the timing by gauging how far the timer base moves. The timer base sets under the flywheel and an arm that protrudes out on the starboard side and is connected to the throttle lever by a link rod. The upper screw (what you called the trigger screw) is the timing adjustment screw.

There is a screw on the portside of the motor which controls the idle. You firstly have to make sure that your cable puls the throttle all the way back. If this does not happen you have to adjust your cables. Another problem can be that the roller of the carb hits the cam to soon. I have the same engine only with a Johnson hood. Definately adjust the idle in gear in the water. Mine idles at 1800rpm on muffs and about 900 in the water.
