Ditch the teed return line. That isn't doing you any good. Now connect it to the vent fitting that vents the rear (tallest) part of the tank so that the fuel is actually circulating back to the tank. Really, you're just looking for the rubber ends as vacuum tubing is readily available and fairly easily shaped with a few burns to your hands and a decent heat gun.

I just got my '89 YJ if the mechanical fuel pump compensates for too much pressure downstream. He also broke the fuel fill vent, so I'm replacing the tank, and thus all fuel lines - will restore it to normal config with fuel supply and return lines and vent line to cannister unless someone knows that a return line is not really needed.
