My issue, personally, is that utility dinos (mostly flyers and gatherers like the anky, doedic, etc) have a lower starting stat threshold on 0.2. On 0.2 difficulty, the max level is 30.

You can spawn in wild high level Dinos. Moving the difficulty slider to 1.0 and unchecking the "single player settings" box will spawn regular dinos up to level 150 and tek dinos up to 180. Doesn't go any higher on ps4 or xbox.
