That should re add the missing red hotbar. Open with notepad and locate the following lines. Change the number two for both to whatever number/timing you would like it set to. I upped mine to 6. Repack the file with the same tool and overwrite old pak file with new in your mods folder. You could also just move the HotBar.xaml file to your BG3 widgets subfolder.
