Iso-8 unlocks at Commander Level 55, and upon unlocking the feature, you'll have access to the Isotope-8 Campaign.
It seems like it takes days to even get 27 iso's for 1 of 5 pieces, let alone the crazy number needed for tiers 4/5. I'll rack up hundreds of thousands more ions in the meantime getting all 5/5 just to bring 1 character to tier 3... then starting over trying to get 27 pieces x5 again for another.
Spider-Man [Noir] is a pure Blaster damage dealer with a couple of debuffs at his disposal. Those debuffs are not essential for his effectiveness, so it is only logical to improve his damage output through the ISO-8 class.
