Check for leaky needle & seat by blowing into the fuel inlet with carb upside down. Remember no more than 4 lbs of air. If you suspect a leak, wipe the needle with mineral spirits to remove any residue. The needle could have been damaged when adjusting the float. Fits most but not all Holley 94 type carburetors.
On the primary I can insert a 5/16 inch bit under the outside end of the bowl before the end curve. On the secondary I can insert a 3/8 inch bit. So the primary end float setting is higher which goes along with my theory. Ive never seen the sight plugs held in with e-clips so not sure if you have special bowls. If the fuel level is too high in the bowl, the level will be too high in the emulsion passages inside the carb main body.
